JOLIET, IL – A 23-year-old Joliet man has been sentenced to 15 months in prison after pleading guilty to a Scott’s Law violation that left a state trooper injured in February 2021.
Angel Casillas pleaded guilty August 4th to felony charges for his role in a vehicular crash that resulted in serious and ongoing injuries to Illinois State Police Trooper Brian Frank.
According to investigators, on February 15th, 2021 Trooper Frank had set up a safety zone while assisting at the scene of a single-vehicle crash on I-55, just north of Route 30. A half hour after the setup, his patrol car would be hit by a driver, identified as Casillas, who was traveling between 82-89 miles an hour. The crash rotated the trooper’s car and left Frank with severe injuries.
Frank would have to be airlifted to a nearby hospital following the wreck. The trooper’s in car camera layer showed Frank’s car had been sitting stationary for 24 minutes with nearly 500 cars navigating their way around it before the dramatic collision.
Will County State’s Attorney James Glasgow, in response to this incident, stated, “A car can be a deadly weapon. Driving is a privilege, and with it comes great responsibility.”
