Between 1 and 3 inches of rain had already fallen, and flash flooding was ongoing or expected to begin shortly. Small creeks and streams, urban areas, highways, streets, and underpasses were at risk of flooding.

Emergency services were kept busy responding to multiple weather related accidents. One crash occurred on I-55 southbound near 106, where a vehicle hydroplaned, rolled over, and trapped the occupant inside. Another accident earlier at Route 29 and Main Street in Rochester, where two vehicles collided and left one occupant with serious injuries.
